New York City-based Ray and Connecticut-based VeLa Development Partners have broken ground on Ray Phoenix, a 26-story apartment tower at 777 N. Central Ave., in downtown Phoenix. Total development costs of the 523,000 SF project are expected to be $180M. The project will include 401 residential units and 4,500 square feet of ground level retail.
